A. 
The Police Department may, during a snowstorm, flood, fire or other public emergency, remove any vehicle parked or abandoned on any highway within the Village which affects that portion of the public highway.
B. 
The Police Department may remove any vehicle found unattended on any highway within this Village which constitutes an obstruction to traffic.
C. 
The Police Department may remove any vehicle parked or abandoned on any highway within this Village in violation of Article X of this Traffic Code.
D. 
The Police Department may remove any vehicle which has three or more outstanding and unpaid parking violations issued against it by the Village of Pelham Manor, as to which notice has been mailed to the registered owner at the last address shown for such owner in the Department of Motor vehicles' registration records for the automobile in question, whenever such vehicle is found operated, standing or parked on any public street, public highway or private road open to public travel, including any portion of the entire width between the boundary lines of said roads, streets or highways paved or unpaved, on any property leased by or in the possession and contract of the Village of Pelham Manor.
Before the owner of any vehicle taken into custody, as above provided, shall be allowed to repossess or to secure the release of said vehicle, the owner or the owner's agent must pay the following:
A. 
All sums due the Village of Pelham Manor for any parking violations issued and outstanding against such vehicle and/or any other vehicle owned by such person.
B. 
The cost of towing.
C. 
The cost of storage for each day or portion of a day that such vehicle is so stored.
Within 48 hours or by the first business day after towing, the Police Department shall send a certified letter to the registered owner of such vehicle at the address described in § 202-18D above of the fact of its towing, the place where it may be recovered and the conditions under which it will be released.
No such vehicle shall be released until the owner or his agent has established his identity and right to possession and has signed a proper receipt therefor.

Any persons who, after having had his vehicle towed, shall remove such vehicle without complying with this article shall, in addition to the other charges provided for herein, be liable for a fine of up to $250.
