§ 37-1Creation and composition; appointments.

§ 37-3Powers and duties.
The affairs of the library of the Borough of Middletown shall be under the exclusive control of a Board of Library Directors, to be composed of seven members, whose terms shall be as follows: two members for terms of one year, two members for terms of two years and three members for terms of three years. The appointments made under authority of this section shall be effective immediately upon appointment, but shall date from January 1, 1965, for the purpose of determining the date of expiration of their respective terms. All appointments to fill the places of those whose terms expire shall be for terms of three years. Vacancies shall be filled for the unexpired terms. No member of the Board shall receive any salary for his service as such.
No member of the Borough Council who makes the appointment to the Board of Library Directors shall be himself a member of the Board of Library Directors while still remaining a member of the Borough Council or of the Board of School Directors of the Middletown Area Joint School District.
From and after the effective date of this article, the Board of Library Directors shall exercise the powers, duties and obligations as may be granted by the Library Code of 1961, P.L. 324, (24 P.S. § 4101 et seq.).
§ 37-4Establishment and composition.
§ 37-7Assignment of property.
There is hereby established a Library Services Department as an executive department of the Borough of Middletown, which shall consist of such employees as are assigned to the Department.
The Department of Library Services shall be responsible for the operation of the Middletown Public Library and such other duties as, from time to time, shall be required.
There is hereby established the office of Director of Library Services, who shall be head of the Department and shall supervise all employees assigned to the Department. The Director of Library Services shall be responsible as a whole to the Board of Library Directors of the Borough of Middletown.
All physical properties of the Borough essential to the department and not assigned to some other Department shall be and are hereby assigned to the Department of Library Services.
The Department of Library Services shall have such employees as may, from time to time, be authorized by the Library Board.
