The wards of the Borough of Middletown hereinafter described by metes and bounds shall be the new wards in the Borough of Middletown, Dauphin County, Pennsylvania, being bounded and described as follows:
A. 
First Ward. Beginning at the intersection of the center line of West Main Street and the center line of Apple Avenue; thence east along the center line of West Main Street to the center line of North Union Street; thence south along the center line of North Union Street to the center line of Water Street; thence east along the center line of East Water Street to the center line of Pine Street; thence south along the center line of Pine Street to the center line of East Emaus Street; thence east along the center line of East Emaus Street to the center line of Race Street; thence south along the center line of Race Street and an open area to the Borough boundary line in the center of Swatara Creek; thence southwesterly along the center line of Swatara Creek to the north bank of the Susquehanna River; thence west along the Susquehanna River to the west Borough boundary line; thence north along the western Borough boundary line to the northern boundary line of the Penn Central right-of-way; thence east along the northern boundary of the Penn Central right-of-way to the east edge of Wilson Street Bridge; thence east along the center line of West Main Street to the point of beginning.
B. 
Second Ward. Beginning at the intersection of the center line of West Main Street and the center line of Apple Avenue; thence north to the center line of Wharton Avenue of Wharton Avenue Extension; thence east on the center line of Wharton Avenue to the center line of North Union Street; thence north on the center line of North Union Street to the center line of Roosevelt Avenue; thence east on the center line of East Roosevelt Avenue to the center line of Briarcliff Road; thence south on the center line of Briarcliff Road to the center line of High Street; thence east on the center line of High Street to the center line of Race Street; thence south on the center line of Race Street to the center line of East Main Street; thence east on the center line of East Main Street to the center line of Swatara Creek; thence south and west on the center line of Swatara Creek to the center line of South Race Street extended to the Swatara Creek; thence north on the center line of Race Street to the center line of East Emaus Street; thence west on the center line of East Emaus Street to the center line of Pine Street; thence north on the center line of Pine Street to the center line of East Water Street; thence west on the center line of East Water Street to the center line of North Union Street; thence north on the center line of North Union Street to the center line of Main Street; thence west on the center line of West Main Street to the center line of Apple Avenue, the point of beginning.
C. 
Third Ward. Beginning at the intersection of Wharton Avenue extended to the western Borough line; thence north to the northern boundary line of the Borough, Grandview Addition; thence east at the northern boundary line of the Borough to the east right-of-way line of North Union Street; thence north along the east right-of-way line of North Union Street to the south right-of-way line of the Pennsylvania Turnpike; thence north along the center line of North Union Street approximately 3,000 feet; thence north and east across open country to the west right-of-way boundary line of the Reading Company right-of-way; thence south along the Reading Company right-of-way and west of Swatara Park to the center line of Vine Street; thence south along the center line of Vine Street to the southern boundary line of the right-of-way of the Pennsylvania Turnpike; thence east along the southern right-of-way boundary line of the Pennsylvania Turnpike to the center line of Swatara Creek; thence south along the center line of Swatara Creek to the center line of East Main Street; thence west along the center line of East Main Street to the center line of Race Street; thence north on the center line of Race Street to the center line of East High Street; thence west along the center line of East High Street to the center line of Briarcliff Road; thence north on the center line of Briarcliff Road to the center line of East Roosevelt Avenue; thence west along the center line of East Roosevelt Avenue to the center line of North Union Street; thence south along the center line of North Union Street to the center line of Wharton Avenue; thence west along the center line of Wharton Avenue to the western Borough line, the point of beginning.

Seven members of the Council shall be elected at large in a manner as not to interfere with the terms of those ward members of the Council previously elected as set forth in Section 816 of the Pennsylvania Borough Code, 8 Pa.C.S.A. § 816, and as provided below:
A. 
At the first municipal election following the effective date of Ord. No. 1328, the electors of the Borough shall elect a sufficient number of members of the Council that, when added to the number of members of the Council already in office whose terms are not about to expire, will bring the membership of the Council to seven.
B. 
In addition, the following shall apply:
(1) 
The newly elected members of the Council shall serve for terms of four years from the first Monday of January following the first municipal election following the effective date of Ord. No. 1328. At the second municipal election after the effective date of Ord. No. 1328, the electors of the Borough shall elect a sufficient number of members of Council, that, when added to the number of members of the Council elected at the previous municipal election, shall bring the membership of the Council to its full complement of seven. If necessary, some of the members of the Council elected at the second municipal election shall serve for a four-year term from the first Monday of January following the municipal election, and the remainder shall serve for a two-year term, in an amount to bring the number to be elected in the Borough in succeeding municipal elections into conformity with the number elected in the other boroughs of the Commonwealth not divided into wards.
(2) 
In the third and all subsequent municipal elections following the effective date of Ord. No. 1328, the electors of the Borough shall elect three or four members of the Council, as the case may be, each to serve for a term of four years from the first Monday of January following the municipal election.
