All utility connections within sidewalks shall be so placed as to conform to § 235-30B.

Any person or persons violating any of the provisions of this article shall, upon conviction, be sentenced to pay a fine not exceeding $600, plus costs of prosecution, and in default of payment of such fine and costs, to imprisonment for a term not exceeding 30 days. No permit shall be issued to anyone so offending until all fines and penalties have been paid.
