No parade or procession shall be held or conducted in the village unless a permit therefor shall have been granted.

Any person wishing to use any streets or public places in the village for a procession or parade shall make application therefor to the Police Department at least three (3) days before the proposed event is to occur. Such application shall state the route it is proposed to follow and the nature of the event and the number of participants therein, so that opportunity may be had by the Police Department to determine whether by granting a permit there would be interference with traffic circulation or unreasonable danger to public safety.
If it appears that there would be no unreasonable interference with traffic circulation or threat to public safety, the Police Department shall issue a permit for the parade along the route requested; or it may make such modification in time and route as to provide for reasonable traffic circulation and public safety, as nearly as possible conforming to the time and route requested.
The Police Department, at its discretion, may refuse to grant a permit for a commercial purpose.
