[HISTORY: Adopted by the Board of Trustees of the Village of Quogue 8-18-1997 by L.L. No. 5-1997. Amendments noted where applicable.]
The Board of Trustees of the Village of Quogue finds that it is in the best interest and general welfare of the inhabitants of the Village to promote cultural events; to provide space within existing Village properties for such cultural events; and, generally, to promote the humanities and arts for all of the inhabitants of the Village. The Board of Trustees further finds that it is in the best interests of its residents to seek and accept such financial and in-kind aid as may be available from either public or private sources in order to further the foregoing objectives. The Board of Trustees finds that it is empowered, pursuant to the provisions of the Village Law, to administer programs which promote the comfort and general welfare of its inhabitants and to provide for and accept contributions for such programs, and that the administration thereof would be more effectively managed by a committee, the main concern of which shall be to provide cultural programs, events and performances. Therefore, the Board of Trustees finds and declares that the creation of a Cultural Committee is and shall be in the best interests and shall promote the general welfare of the inhabitants of the Village.
There is hereby created a committee to be known as the "Quogue Cultural Committee."
A. 
Members of the Committee shall be appointed by the Mayor and shall serve at the pleasure of the Mayor.
B. 
The Chairman of the Committee shall be the Mayor or a Trustee.
C. 
The Committee may charge admission to sponsored events and accept donations thereto. The proceeds shall be donated to the Village for improvement of the Quogue Community Hall and to support cultural events.
D. 
The Committee shall maintain a bank account in its name. Funds may be withdrawn from the account only by the Mayor or the Village Treasurer.
E. 
The Committee shall not incur any expenses in excess of the amount of funds maintained in said bank account (to wit, the amount as same exists from time to time).
F. 
The Committee may seek out and prepare applications for gifts, donations and grants from private and public sources in order to achieve the objectives and intents of this chapter.
A. 
The Committee shall be composed of no more than 20 Village inhabitants. Membership on the Cultural Committee shall be voluntary.
B. 
The Committee may be dissolved by a resolution of the Board of Trustees.
The mission of the Cultural Committee is to:

Present a full spectrum of cultural events and artistic presentations that will appeal to and stimulate interest among the widest selection of the inhabitants of Quogue and surrounding communities.
B. 
Offer events and presentations year-round with the inhabitants of Quogue actively engaged as participants with the Committee to assure the success of its mission.
C. 
Arrange fund-raising events to supplement the Village's funding for improvements to the Village Community Hall (which is the primary location for the cultural presentations) and to support cultural programs.
