A.
No person, except a Sheriff, police officer or other
law enforcement officer, shall fire or discharge any firearm, rifle,
spring gun, air gun or pneumatic pellet gun of any description within
the Village or have any firearm, rifle, spring gun, air gun or pneumatic
pellet gun in his or her possession or under his or her control unless
it is unloaded and enclosed or encased within a carrying case or other
suitable container. A person with a bow and arrow or crossbow may
not be within a specified distance, which may not exceed 100 yards,
from a building used for human occupancy located on another person's
land.

B.
No person shall in the territory adjacent to the Village
discharge any firearm in such manner that the discharge shall enter
or fall within the Village.
C.
This section shall not prevent the maintenance and
use of duly supervised rifle or pistol ranges or shooting galleries
approved by the Chief of Police and Village Board where proper safety
precautions are taken.
D.
No person under the age of 16 years shall have in
his possession any firearm, rifle or ammunition therefor, unless accompanied
by a parent or legal guardian, unless the juvenile has complied with
and been certified with the standards set down by the Department of
Natural Resources in the hunter safety course offered to fourteen-year-old
and older juveniles.

A.
Section 941.23, Wis. Stats., pertaining to concealed weapons, and
all amendments thereto are adopted by reference.
B.
Nothing in this section shall be construed to apply to prohibit a
peace officer or armed forces or military personnel armed in the line
of duty or any person duly authorized by the Chief of Police or the
Sheriff to possess a firearm in any public building. Notwithstanding
§ 939.22(22), Wis. Stats., for purposes of this subsection,
"peace officer" does not include a commission warden who is not a
state-certified commission warden.
C.
It shall be unlawful for any person other than a licensee or out-of-state
licensee as defined in § 175.60, Wis. Stats., and all amendments
thereto to carry, wear or hold any knife, or other dangerous weapon
within the corporate limits of the Village unless such weapon is fully
encased or broken down so as to be inoperable.
D.
It shall be unlawful for any person to carry, wear or hold any firearm
in any building owned, occupied or controlled by the Village of Webster,
Wisconsin, to the extent allowed by § 943.13(1m)(c)4, Wis.
Stats., and all amendments thereto. All entrances to such buildings
shall be posted with a sign as required by § 943.13(2)(bm)(2)am,
Wis. Stats., and all amendments thereto.
E.
It shall be unlawful for any person to carry, wear or hold any firearm
at any special event as defined by § 943.13(1e)(h), Wis.
Stats., and all amendments thereto, held by the Village of Webster,
Wisconsin, to the extent allowed by § 943.13(1m)(c)3, Wis.
Stats., and all amendments thereto. All entrances to such special
events shall be posted with a sign as required by § 943.13(2)(bm)(2)c,
Wis. Stats., and all amendments thereto.
F.
It shall be the duty of the police officers of the Village to take possession of any such weapon found in the possession of any person arrested under Subsection A through E of this section and to retain such weapons until the trial of the person. Any person convicted of a violation of this section may be adjudged to forfeit the weapon.
A.
Concealed weapons. No person, except a sheriff, constable,
police officer or other law enforcement officer, shall carry or wear
concealed about his person any pistol, revolver, firearm, slingshot,
cross-knuckle of lead, brass or other metal, bowie knife, switchblade,
dirk or dagger or any other dangerous or deadly weapon within the
Village. In all cases of conviction hereunder, any and all dangerous
weapons found on the person of the convicted shall be confiscated
and become the property of the Village and may be destroyed by order
of the court.
B.
Possession, sale and manufacture of certain weapons
prohibited.
(1)
No person shall sell, manufacture, purchase, possess
or carry a numchuk (also called a "nunchaku") or a churkin or a sucbai
or similar weapon within the Village of Webster.

For the purpose of this section the following definitions
shall apply:
A round throwing knife consisting of several sharp points
protruding from a rounded disc.
An instrument consisting of two or more sticks, clubs or
rods connected by a rope, cord, wire or chain.
A short length of wood or metal or similar material which
when gripped in the hand protrudes on either side of the fist. Such
prohibited instrument may or may not have spikes or short, pointed
protrusions from either end.

Any such device shall be seized by a law enforcement
officer and destroyed or turned over to the State of Wisconsin Crime
Laboratory for destruction.
It shall be unlawful for any person to discharge
or throw any dangerous missile, object, arrow, stone, snowball or
other missile in or at any dwelling or building or any public park,
playground, street, enclosure or other public place within the village;
provided, however, that upon written application to the Chief of Police
a person may be granted permission by the Chief of Police to construct
and maintain approved archery ranges if in the opinion of the Chief
of Police and the Village Board the construction of such ranges will
in no way endanger the public health and safety.
A.
FIREARM
LAW ENFORCEMENT OFFICER
Definitions. For the purpose of this section the following
definitions shall apply:
Any rifle, shotgun, handgun, spring gun, air gun or bow and
arrow device.
Any person employed by the state or any political subdivision
of the state for the purpose of detecting and preventing crime and
enforcing laws or ordinances and who is authorized to make arrests
for violations of the laws or ordinances he or she is employed to
enforce.
B.
No person, except a law enforcement officer, within
the scope of his duties, shall have in his or her possession, carry
or bear any firearms within any publicly owned building or business
establishment open to the public within the village, including establishments
with alcoholic beverage licenses.[1]
C.
This section shall not be construed to prohibit the
sale, purchase, repair or trade of firearms by a retail business establishment
doing so in the course of its regular business in accord with state
and federal law nor to hinder a prospective customer from attempting
to buy, sell or trade firearms to or from a retailer.
