A. 
The Township Clerk shall be appointed by the Township Committee. The term of office shall be three years, which shall run from January 1 in the year in which the Clerk was appointed.
B. 
No person shall be appointed Township Clerk unless that person meets all of the qualifications and requirements set forth in N.J.S.A. 40A:9-133.2 and 40A:9-133.3. No person shall be reappointed Township Clerk unless that person shall hold a Registered Municipal Clerk certificate as required by N.J.S.A. 40A:9-133.6.
C. 
Any person, having been reappointed Township Clerk subsequent to having received a Registered Municipal Clerk certificate pursuant to N.J.S.A. 40A:9-133.2 or 40A:9-133.3 and having served as Township Clerk for not less than three consecutive years immediately prior to such reappointment, shall have acquired tenure and shall hold office during good behavior and efficiency, notwithstanding that such reappointment was for a fixed term of years, and shall not be removed therefrom for political reasons but only for good cause shown and after a proper hearing before the Director of the Division of Local Government Services or the Director's designee.
D. 
The removal of the Township Clerk shall be only upon a written complaint setting forth with specificity the charge or charges against said Clerk. The complaint shall be filed with the Director of Division of Local Government Services, and a certified copy thereof shall be served upon the person so charged, with notice of a designated hearing date before the Director or the Director's designee, which shall be not less than 30 days nor more than 60 days from the date of service of the complaint. The person so charged and the complainant shall have the right to be represented by counsel and the power to subpoena witnesses and documentary evidence, together with discovery proceedings.
The Township Clerk is charged with the following statutory duties:
A. 
As secretary to the Township Committee, with:
(1) 
Recording official minutes of the Township Committee.
(2) 
Preparing with the Mayor Township Committee meeting agendas.
(3) 
Processing, recording, filing and advertising ordinances.
(4) 
Processing, recording, filing and, when required by law, advertising resolutions.
(5) 
Processing, recording, filing and advertising the municipal budget.
(6) 
Processing, recording, filing and advertising bids for municipal equipment and supplies.
(7) 
Administering and recording oaths of office.
(8) 
Maintaining custody of all official records not specifically handled by other departments.
B. 
As secretary of the municipal corporation, with:
(1) 
Maintaining custody of the Township Seal.
(2) 
Signing official documents and attesting signatures of Township officers and officials.
(3) 
Accepting service of legal documents.
C. 
As election official, with:
(1) 
Registering voters.
(2) 
Certifying vacancies on the Township level.
(3) 
Maintaining receipt of nominating petitions and certification to the Warren County Clerk of local candidates nominated by petition.
(4) 
Exercising quasi-judicial authority in determining the validity of petitions.
(5) 
Conducting the drawing for position of candidates on the local ballot (primary).
(6) 
Furnishing material for local elections.
(7) 
Selecting polling places.
(8) 
Maintaining receipt of election results.
(9) 
Certifying to the Warren County Clerk persons elected to partisan county committee offices in each election district.
D. 
As administrative official, with:
(1) 
Issuing licenses (dog, kennel, liquor, bingo and raffles, peddler, taxi, etc.).
(2) 
Issuing assessment search certificates.
(3) 
Receiving and filing bonds and insurance policies.
