The Board of Trustees finds that it is impracticable
for the Department of Public Works to clear and maintain all sidewalks
within the Village, and that the cost of providing such a service
would be a burden to the public fisc.
It is the purpose of this article to promote
the public health, safety and general welfare by placing responsibility
for the maintenance of sidewalks upon adjacent landowners. The objective
of this article is to promote the public health, safety and general
welfare by providing for safe and convenient public walkways, so as
to reduce personal injury otherwise caused by the accumulation of
debris and/or ice and/or snow on public sidewalks.
All landowners and possessors of real property
within the Village of Round Lake shall maintain all sidewalks used
by or available to the general public located on said real property,
immediately adjacent to said property, or between said property and
any public street or road, by keeping such sidewalk free from debris,
snow, ice and/or other obstructions or substances within a reasonable
time after the accumulation of the same, said time not to exceed 48
hours. All landowners and possessors of sidewalks within the Village
of Round Lake used by or available to the general public shall maintain
said sidewalks by keeping such sidewalks free from defects, such as
cracks, gaps, holes, protrusions or raised sections, within a reasonable
time after such defect has developed, said time not to exceed four
weeks.
No person may park any portion of any motor
vehicle on any sidewalk used by or available to the general public
at any time, including sidewalks adjacent to Village, state and county
streets, roads or highways.
Violation of this article is an offense which
shall, upon conviction, be punished by a fine of $75 for the first
violation within a five-year period; $150 for a second violation within
a five-year period; and $300 for each subsequent violation within
a five-year period.
