[HISTORY: Adopted by the Township of Howell by Ord. No. O-85-26, as amended through Ord. No. O-01-10 (§ 10-3 of the 1974 Code). Subsequent amendments noted where applicable.]
All fire hydrants shall be maintained and painted in accordance with the following schedule.
A. 
The tops and two-and-one-half-inch nozzle caps shall be painted with fluorescent white paint.
B. 
The hydrant four-and-one-half-inch steamer connection nozzle cap shall be painted as per NFPA Standard 291 for the classification of hydrants per their rated gallons-per-minute capacities.

All fire hydrant barrels shall be painted with standard red paint.

All fire hydrants located on municipal roadways shall be marked by the letter H in reflective yellow paint or stripping. The letter H must be at least 36 inches high by 24 inches wide, the width of the strip forming the letter H must be at least four inches wide. This marking shall be on the roadway directly aligned with the hydrant and located not less than one foot nor more than three feet distance from the center of the roadway. During the months of October 15 through April 15 (winter months), each hydrant shall be equipped with a steel or fiberglass three-eighths-inch stem shaft (rod) which must be reflective (red and white or safety orange), at least 48 inches in height but not to exceed 60 inches in height. Said shaft (rod) must be equipped with a reflective flag or similar type flag device located at the top of the shaft (rod); each marker must be mounted to the fire hydrant by a slip-on ring which slips over the threading of the two-and-one-half-inch hydrant cap connection or an equivalent mounting device.

All fire hydrants located on state or county roadways without a permanent divider or those located on private property as facility hydrant (yard hydrants) shall be marked by the letter H in reflective yellow paint or stripping. The letter H must be at least 36 inches high by 24 inches wide, the width of the strip forming the letter H must be least four inches wide. This marking shall be on the roadway directly aligned with the hydrant and located not less than one foot nor more than three feet distance from the center of the roadway. During the months of October 15 through April 15 (winter months), each hydrant shall be equipped with a steel or fiberglass three-eighths-inch stem shaft (rod) which must be reflective (red and white or safety orange), at least 48 inches in height but not to exceed 60 inches in height. Said rod must be equipped with a reflective flag or similar type flag device located at the top of the rod; each marker must be mounted to the fire hydrant by a slip-on ring which slips over the threading of the two-and-one-half-inch hydrant cap connection or an equivalent approved mounting device.
B. 
All fire hydrants located on state roadways with a permanent divider shall be marked by a permanent blue reflective marker. The marker must be at least four inches by four inches, attached to the roadway divider approximately six inches from top of the divider directly aligned with and across from the hydrant. During the months of October 15 through April 15 (winter months), each hydrant shall be equipped with a steel or fiberglass three-eighths-inch stem shaft (rod) which must be reflective (red and white or safety orange), at least 48 inches in height but not to exceed 60 inches in height. Said rod must be equipped with a reflective flag or similar-type flag device located at the top of the rod; each marker must be mounted to the fire hydrant by a slip-on ring which slips over the threading of the two-and-one-half-inch hydrant cap connection or an equivalent approved mounting device.

Each public or private water utility company shall be responsible for the painting and marking of their own hydrants in accordance with this chapter. Fire hydrants located on private property shall be the responsibility of the property owner for compliance.
All fire hydrants which become obstructed due to snow and ice accumulations shall be cleared or caused to be cleared of the obstruction by the public or private water utility within 12 hours of the stop of the snowfall which causes the obstruction. "Obstruction" is defined as that which prevents the free access and use of the hydrant.
All fire hydrants shall be flushed and lubricated at least two times per year, and records shall be maintained on said maintenance, showing date, time, flushing time, maintenance performed and comments, problems, corrections, repairs and the like. Copies of said maintenance records shall be included in all billings to fire districts relating to fire hydrants.
All fire hydrants that go out of service shall be returned to service within 48 hours.

In the event that the regulations and provisions cited within this chapter are not performed in accordance with the schedule herein, the Fire Official shall enforce the provisions of this schedule in accordance with the violations and penalty provision of Chapter 1, Article II, General Penalty.
