It is unlawful to operate any type of unlicensed motor driven vehicle or conveyance, including but not necessarily limited to snowmobiles, two-wheel motor vehicles also known as minibikes, trail bicycles, motor scooters and four-wheel vehicles also known as go-carts and all-terrain vehicles under the following circumstances:
A. 
On private property of another without the express permission to do so by the owner or occupant of the property.
B. 
On any Township public street.
C. 
On public grounds without express provisions or permission to do so by the proper public authority.
D. 
In a manner so as to create loud, unnecessary, or unusual noise so as to disturb or interfere with the peace and quiet of other persons.
E. 
In a careless, reckless or negligent manner so as to endanger, or be likely to endanger, the safety of any person or the property of any other person.
This chapter shall not apply to police and emergency vehicles.
This chapter shall not be applied to any recognized organization which has applied to the Township Council for specific use privileges upon Township-owned lands and premises for the purpose of having organized and supervised activities conducted thereon, so long as an insurance policy is filed with the Township Clerk for which the Township Council has given its specific approval and for which the Township is held harmless for any such use of its lands and premises and upon such other terms and conditions as the Township Council may determine.
The police shall immediately confiscate the unlicensed motor driven vehicle operated in the prohibited areas or in the prohibited manner described in § 198-1. The unlicensed motor-driven vehicle shall be returned upon payment of the fine or upon direction of the court.

A. 
Any person who violates the within chapter shall be subject to any or all of the following penalties:
(1) 
A fine not to exceed $1,000;
(2) 
Community service of not more than 30 days;
(3) 
Imprisonment not exceeding 30 days.
B. 
Any person under the age of 18 years who violates the provisions of this chapter shall be issued a summons by the Police Department, returnable in the juvenile domestic relations courts of Monmouth County.
