GENERAL REFERENCES

There is hereby established a department to be known as the "Department of Water Reclamation of the Borough of Mendham, in the County of Morris and State of New Jersey."
There shall be a Superintendent of Water Reclamation in charge of said Department. The Superintendent shall be a licensed operator and may be the "Licensed Operator" for the water reclamation facility and/or the sewage collection system as defined by N.J.A.C. 7:10A. The Superintendent shall be appointed annually by the Mayor, with the advice and consent of the Council.
The Superintendent shall be responsible for all matters related to the management, operations, maintenance, effectiveness, construction and permitting of the Borough sewerage system, the water reclamation facility, sewage collection system and the enforcement of Chapter 168 of the Borough.
Other required positions of the Department of Water Reclamation are:
A. 
N.J.A.C. 7:10A W and C "Licensed Operator" positions. The positions in § 50-4A(1) and (2) may be held by one person.
(1) 
"Licensed Operator" for the Water Reclamation Facility. The "licensed operator" for the water reclamation facility shall maintain the appropriate level "S" license as defined by N.J.A.C. 7:10A.
(2) 
"Licensed Operator" for the Sewage Collection System. The licensed operator for the sewage collection system shall maintain the appropriate level "C" license as defined by N.J.A.C. 7:10A.
B. 
Assistant Superintendent. The Assistant Superintendent shall be a licensed operator. In the absence of the Superintendent or during that person's inability to serve, and for the specific period of such absence or inability, the Assistant Superintendent shall perform all powers and duties of the Superintendent.
C. 
Sewer Utility Billing Clerk. The Sewer Utility Billing Clerk shall bill and receive all sewer utility accounts of the Department of Water Reclamation of the Borough and shall be supervised by the Chief Financial Officer and shall preform such administrative, clerical and other duties as may be assigned from time to time by the Superintendent, Chief Financial Officer or Borough Administrator or their designees.
D. 
Deputy Sewer Utility Billing Clerk. The Deputy Sewer Utility Billing Clerk in the absence of the Sewer Utility Billing Clerk or during that person's inability to serve, and for the specific period of such absence or inability, the Deputy Sewer Utility Billing Clerk shall perform all powers and duties of the Sewer Utility Billing Clerk and such administrative, clerical and other duties as may be assigned from time to time by the Superintendent, Chief Financial Officer or Borough Administrator or their designees.
