The office of Municipal Administrator is hereby created.
The term of office of the Municipal Administrator shall be at the pleasure of the Mayor and Council.
The appointment of a Municipal Administrator to fill said office shall be made by the Mayor with the advice and consent of the Council.
Said Administrator may be removed by a resolution adopted by a 2/3 vote of the Council, said resolution to become effective three months after its adoption unless it shall specifically provide that it shall take effect immediately, in which case said Administrator shall forthwith be paid any unpaid balance of his salary, together with his salary for the next three calendar months following adoption of the resolution.
The compensation of the Municipal Administrator shall from time to time be fixed by the Mayor and Council by ordinance or, if a salary guide has been adopted by ordinance, then by a resolution regularly adopted. Said compensation may be inclusive of any other salaries or remuneration for any other official duties performed by the same person.[1]

The Borough Administrator shall act as the chief administrative officer of the Borough. The Borough Administrator's duties shall include, with the advice and consent of the Mayor and Council and under their direction, the development of rules and regulations for administrative procedures governing purchasing practices, operations of all departments, personnel management and general coordination of departments, offices, boards, and agencies of the Borough, all for the purpose of increasing the effectiveness and efficiency of the Borough government and promoting its economic operation. The Borough Administrator shall perform the duties hereinafter enumerated and such other duties as may be assigned to the Administrator by the Mayor with the consent of the Borough Council:
A. 
The Borough Administrator shall act as the Administrator for the Mayor and the Council of the Borough and, as such, will supervise all other salaried personnel of the Borough through the respective department heads unless otherwise provided for by law or by this chapter. The Borough Administrator shall devote his/her entire time and effort to the performance of the Borough Administrator's duties and functions. The Borough Administrator shall not engage in any other occupation or employment while employed by the Borough except as assigned by the Mayor and Council.
B. 
The Borough Administrator shall integrate and coordinate the functions of all departments, boards, agencies, offices, officials and employees of the Borough and shall maintain liaison with the Boards of Education of the Borough, authorities and commissions.
C. 
The Borough Administrator shall require the various departments of the Borough to furnish annually an adequate inventory of all equipment, materials and supplies in stock and recommend the sale of any surplus, obsolete equipment, materials and supplies.
D. 
The Borough Administrator shall prepare and have custody of all municipal records not required by law to be kept by another officer of the Borough and establish and keep up-to-date a coordinated filing system for all Borough departments, offices, boards and agencies.
E. 
The Borough Administrator shall keep the Mayor and Council currently informed on all matters within the Administrator's jurisdiction by submitting such reports as the Administrator deems advisable or as requested by the Mayor and Council and prepare and present to the Mayor and Council an annual report on Borough matters and make such other reports as from time to time the Mayor and Council may require.
F. 
The Borough Administrator shall advise the Mayor and Borough Council on all matters of administration, organization and personnel and assign office personnel to the performance of various duties in various departments and study, recommend, implement and enforce personnel organization and policy of the Borough and implement vacation policy as established by the Borough Council for all departments except as otherwise provided by statute for Police and Fire Departments.
G. 
The Borough Administrator shall study, recommend, implement and enforce procedures and policy of the Borough and its departments for receipt, dissemination and collation of and responses to communications and requests for information after consultation with department heads and receive, distribute and follow up requests for information and complaints from citizens and keep the Mayor and Council informed on such matters.
H. 
The Borough Administrator shall prepare an agenda for and arrange meetings and conferences of the Mayor and Council and other agencies of the Borough, when so requested by the Mayor and Council.
I. 
The Borough Administrator shall attend all meetings of the Mayor and Council, unless excused by that body.
The Borough Clerk may be appointed to the additional office of Municipal Administrator, in which case the Mayor and Council may establish a compensation or salary inclusive of all of the duties performed in both said offices as well as any other official duties performed by the same person.
The Municipal Administrator shall be the chief administrative officer of the Borough of Rockaway under the supervision of the Mayor and shall be responsible to the Mayor and Council for all action relevant to the duties and responsibilities of said office.
During the absence or disability of the Municipal Administrator, the Mayor and Council may, by resolution, determine that an absence exists or that said Administrator is suffering a disability and in said resolution appoint an officer of the Borough or any other person deemed qualified to perform the duties of said Administrator during the term of his absence or disability.
Nothing contained herein shall be deemed to authorize the performance of or interference in any way with the duties and functions of any other elected or appointed official or any other employee.
