It is hereby declared and found that storage of abandoned, junked, discarded, dismantled or unlicensed motor vehicles in and upon privately owned or occupied property within the Village of Skaneateles is a matter affecting the public interest; that it constitutes a nuisance in that health, fire and safety hazards are created thereby; and that consequently this matter is subject to supervision and control for the purposes of safeguarding the public health, safety and general welfare of the residents of the Village of Skaneateles and for the preservation of peace and good order, the benefit of trade, the prevention and extinguishment of fires and explosions, and the abatement of attractive nuisances to children and perils to their safety within the Village of Skaneateles. It is hereby declared that the adoption of this chapter has for its purpose the effective termination of such obnoxious practices.
It shall be unlawful for any person, firm or corporation, either as owner, lessee, tenant, occupant, agent or other person in any capacity, to store, or to consent or permit to be stored, an abandoned, junked, discarded, dismantled or unlicensed motor vehicle on any vacant lot or parcel of land within the Village of Skaneateles. Nothing in this chapter shall be construed to prohibit the parking of any vehicle covered by this chapter in a private garage or enclosed building within the Village of Skaneateles or to prohibit the storage of any new or used motor vehicle, in workable condition, upon display for sale in any area properly zoned for the business of selling new or used motor vehicles.

If the provisions of the foregoing section are violated, the Village Clerk/Treasurer shall serve written notice, either personally or by mail, upon the owner, lessee, tenant, occupant, agent, or other person having charge of any such lot or parcel of land to comply with the provisions of this chapter. The notice shall be in substantially the following form:
To the owner, occupant, or other person having charge of the lot or parcel of land known on the Assessment Roll of the Village of Skaneateles as Lot(s) __________, Number(s) ___________, Block __________, or known as Number __________ Street or Avenue.
Notice is hereby given that an abandoned, junked, discarded, dismantled, or unlicensed motor vehicle has been found stored upon the above-described property in the Village of Skaneateles.
This automobile must be removed within five days from the date of service of this notice.
In case you fail or refuse to comply with this notice on or before the expiration of said five days from the date of service of this notice, the Village of Skaneateles, acting through its duly authorized agents, servants, officers or employees, will enter upon your land and remove and cause the same to be destroyed. The expense incurred by the Village will be assessed against the above-described land and shall constitute a lien thereon and be collected as provided by law.

Any owner, lessee, tenant, occupant, agent, or other person who shall neglect and refuse to remove said abandoned, junked, discarded and unlicensed motor vehicle, as directed by this chapter, or who shall fail or refuse to comply with the provisions of any notice herein provided for, or who shall violate any of the provisions of this chapter, or who shall resist or obstruct the duly authorized agents, servants, officers and employees of the Village in the removal and destruction thereof, shall be, upon conviction thereof, fined a sum of not exceeding $100 for each violation thereof.
