This chapter shall be known and may be cited
as the "Zoning Ordinance of the City of Latrobe." The map showing
the division of the City into the designated zoning districts shall
be known as the "Zoning District Map." The said map shall be an integral
part of this chapter.
The zoning regulations and districts set forth
in this chapter are intended to achieve, among others, the following
purposes:
A. To promote, protect and facilitate any or all of the
following: the public health, safety, morals, and the general welfare;
coordinated and practical community development and proper density
of population; emergency management preparedness and operations, national
defense facilities, the provisions of adequate light and air, access
to incident solar energy, police protection, vehicle parking and loading
space, transportation, water, sewage, schools, recreational facilities,
public grounds, the provision of a safe, reliable and adequate water
supply for domestic, commercial, or industrial use, and other public
requirements; as well as preservation of the natural, scenic and historic
values in the environment and preservation of wetlands, aquifers and
floodplains.
B. To carry out the goals of the City's Comprehensive
Plan by:
(1)Â Preserving the residential character of the community.
(2)Â Developing the City as a regional attraction for residents,
tourists and businesses.
(3)Â Promoting creative and alternative commercial and
industrial activity within the City and to protect the City workforce
from changing markets.
(4)Â Promoting affordable housing.
(5)Â Reducing overcrowding and parking congestion in neighborhoods.
(6)Â Making recreational areas accessible to residents.
(7)Â Developing the downtown district as a regional attraction.
(8)Â Promoting industry which is relatively immune to changing
market conditions.
The provisions of this Zoning Chapter as enacted,
entitled "Zoning Ordinance of the City of Latrobe," shall not apply
to any premises now owned, or hereafter acquired, by the City of Latrobe,
for any arm or agency of the City of Latrobe, whether in fee simple
ownership, or any lessor title, freehold or leasehold, if and for
so long as said premises shall be devoted to public use.
Any use which would have been illegal by and
under the prior Zoning Ordinance of the City of Latrobe shall not,
by the enactment of this Zoning Chapter of the City of Latrobe, be
granted, or be deemed to have been granted nonconforming use status.
Said use shall continue to be an illegal use unless otherwise permitted
under this Zoning Chapter of the City of Latrobe. Any use which would
have been a nonconforming use, or a use permitted by variance obtained
from the Zoning Hearing Board under the Zoning Ordinance of the City
of Latrobe, shall continue to be a nonconforming use, or use by variance,
under this Zoning Chapter of the City of Latrobe.
