The drinking or consumption of any type of alcoholic
beverage by any person on any street, alley or public thoroughfare
or in any parking facility which is a part of the off-street parking
system of Latrobe at anytime be and the same is hereby prohibited
and banned.
The Council of Latrobe does hereby declare that
the prohibition of the drinking or consumption of alcoholic beverages
in the public areas designated herein is necessary to the preservation
of the safety and welfare of the residents of Latrobe and is necessary
for the preservation of the public peace and orderliness in Latrobe.
Any police officer may file information against
any person violating any provision of this article before any District
Justice having jurisdiction based upon actual observance of the violation
or upon information received.

Any person who violates any provision of this article,
upon conviction thereof before a District Justice having jurisdiction,
shall be sentenced to pay the costs of prosecution and to pay a fine
of not more than $600. If the fine and costs are not paid, the person
convicted and fined shall be subject to imprisonment for a period
of not more than 30 days or subject to any other remedial action for
the enforcement of the payment of the fine and costs as set by the
District Justice within the powers given to District Justices by the
Commonwealth of Pennsylvania.
