It shall be unlawful for the owner of any utility pole located upon any of the streets, alleys, sidewalks or public grounds in Latrobe to grant permission for the posting of any advertisement or notice of any nature whatever, except such as are specifically authorized by law, upon any such pole.
It shall be unlawful for any person to affix or attach, by any means, any sign or flyer upon any utility pole within the boundaries of Latrobe.
Any person, firm or corporation who shall violate any of the provisions of this chapter shall, upon conviction, be punishable by a fine not exceeding $600, plus costs of prosecution, and, in default of payment of such fine and costs, by a period of imprisonment not to exceed 30 days.
