It shall be unlawful for any owner of any type of motor vehicle requiring a registration plate and a state inspection sticker to park or store or permit the same to be parked or stored on any public street or public alley within the limits of the Latrobe for a period in excess of 48 hours if said motor vehicle does not have attached to it a current valid registration plate and a current valid state inspection sticker.

It shall be unlawful for any owner of any motor vehicle requiring a registration plate to park or store or to permit to be parked or stored any such motor vehicle on any street or alley within Latrobe when such motor vehicle is to any extent partially dismantled.
A. 
Notice of violation; penalty for noncompliance. Upon being informed of the violation of any provision of this article, the Chief of Police of Latrobe shall notify the owner of any such motor vehicle of the violation of the applicable provisions of these sections; and, if such motor vehicle is not removed by the owner or others on or before the expiration of 48 hours from the time that notice of the violation is given, the owner shall be deemed to be in violation and, upon conviction thereof, shall be subject to a fine of not less than $25 or more than $50 for each violation, plus costs of prosecution. Failure to pay any fine or cost levied by the District Justice within 10 days after conviction can result in incarceration of the owner and/or operator, or both, for a period not to exceed five days. Such fine and costs may also be collected through civil remedies as other charges or debts owing to the City of Latrobe may be collected. The District Justice may also impose such other remedial order as is within the jurisdiction of the District Justice in order to enforce the payment of fines and costs. Further, Latrobe shall have the right and authority, to be exercised in the discretion of the Chief of Police, to tow any vehicle to a proper storage facility if such motor vehicle is not removed by the owner or owners on or before the expiration of 48 hours from the time that notice of the violation is given. The owner of any vehicle which is towed and stored by Latrobe shall be responsible fr and liable to Latrobe for any and all towing and storage costs shall be made to Latrobe prior to return of the vehicle to the owner or any other person with the right of possession.

B. 
Each twenty-four-hour period of violation constitutes a separate offense. Each period of 24 hours after expiration of the notice, as provided in Subsection A, that such motor vehicle is permitted to be parked or stored in violation of the provisions of this article shall be deemed and considered a complete and separate offense.
