In the conduct or operations of street fairs, private parking areas, tournaments or other events or public assemblages where there are assembled large numbers of persons, the Chief of Police may, upon payment to the borough of the sums hereinafter specified, supply the number of police he deems necessary to properly supervise and police the said activity, in order to maintain public order, the safe and speedy conduct of traffic on the highways and in, into and out of parking areas, and for the protection of property and the supervision of attendance of the persons, customers and patrons attending the said activity.
There shall be paid to the Borough of Media for the police services provided under the terms of this chapter a sum based upon the prevailing overtime wage plus costs of all associated benefits, pro-rated per hour earned by each police officer, plus a service charge of $2 per officer for each assignment, which shall be paid into the general fund. If the assignment is less than two hours duration, there shall be a charge for not less than two hours.
The Chief of Police shall keep a record of all police officers who desire to perform off-duty police services, and so far as possible he shall make off-duty assignments to those officers in an equitable manner. For such assignments, police officers shall be paid the prevailing overtime wage earned by each police officer with a minimum payment of two hours per assignment. This compensation shall be included as a part of police compensation for the purpose of pensions, and during the time police officers are working in this extra-duty capacity they shall be entitled to all the benefits to which they are entitled as regular police officers.
At any time if there are not sufficient officers available to supply this police service from the list of police officers who desire extra duty, the Chief of Police may, if available, assign officers during their regular assignment, in which event they shall receive no additional compensation; or the Chief of Police may employ temporarily for this extra service, as an emergency, regular police of adjacent or adjoining municipalities.
The Chief of Police shall keep and maintain a record of the assignments of police officers to extra service as herein provided and certify the same to the Mayor and the Borough Manager at least once monthly; and upon approval of the Borough Council, an order shall be issued to pay the said police officers the sums provided herein, less proper deductions.
