All concrete utilized for the construction of curbs shall, in addition to meeting State Department of Transportation Specifications as may be from time to time promulgated, also be the product of a mix of which there shall not contain excessive amounts of deleterious substances.
All product utilized in the mix of concrete intended for use in public improvements shall be the product of clean aggregate. For purposes hereof, "clean aggregate" shall be defined as a composite containing not more than the following percentages by dry weight of deleterious substances:

The Town Highway Superintendent and/or the Town Engineer shall approve for use such suppliers as shall be determined to have products which meet or exceed the standards set forth herein.
Material supplied by an unapproved supplier may be utilized, provided that said supplier or contractor can demonstrate that the product to be used meets or exceeds the standards set forth herein.
