A. 
The City Council hereby creates a Fire Advisory Board.
B. 
The purpose of the Fire Advisory Board is as follows:
(1) 
To make recommendations as to policy/plans which pertain to the 21st Century Report of the Beacon Fire Department (BFD).
(2) 
To oversee the implementation of BFD's 21st Century Report.
(3) 
To make recommendations (as required) to the Mayor, City Council, City Administrator, chiefs and officers on Fire Department related issues.
(4) 
To advise (as requested) the Mayor, City Council, City Administrator, chiefs and officers on Fire Department related issues.
(5) 
To initiate a review by a Fire Department member committee of the 21st Century Report dated July 10, 1996, on an annual basis.
A. 
Makeup. There shall be a Fire Advisory Board appointed by the Mayor, which shall consist of five members with fire or business background. At least three of the members shall have substantial firematic background. The respective terms of the members first appointed shall be three-year, two-year and one-year. Their successors shall be appointed for terms of three years.
B. 
Quorum. A majority of the Fire Advisory Board shall constitute a quorum for the transaction of business.
C. 
Meetings. The Fire Advisory Board shall meet a minimum of two times per calendar year, once in March and once in September.
A vacancy occurring in the membership from any cause shall be filled by the Mayor for the unexpired term.
Any member of the Fire Advisory Board may be removed by the Mayor for just cause. Such member shall be entitled to a hearing before such removal is final.
All members of the Fire Advisory Board shall serve without compensation.
The Chairman of the Fire Advisory Board shall be elected by its members and shall serve a one-year term. On failure to elect a Chairman, the Mayor shall appoint one.
