A. 
The department head must present a written request to the Village Board explaining the need for the creation of a new position. This request must be accompanied by a job description, along with a suggested starting rate of pay for the position.
B. 
If the position is approved by the Board, the department head must present a written request to Orleans County's Civil Service Department, along with the Village Board-approved job description. This must state the reason for the creation of the new position.
C. 
If the position is approved by the Civil Service Department, the department head must present a letter to the respective union in which the new position resides, along with a copy of the Village Board-approved job description and the Village Board-approved starting rate of pay.
D. 
If the position is accepted by the union:
(1) 
The union representative should have the new job description and the starting rate of pay incorporated into the current contract between the union and the Village of Albion as an addendum.
(2) 
The department head shall follow the hiring policy/procedure which was adopted at the March 18, 1992, Village Board meeting.
