This chapter shall be known as the "Electrical Inspection Ordinance."

The Chief Inspector and each of the duly appointed Inspectors of the New York Board of Fire Underwriters and New York Atlantic-Inland, Inc., and any other electrical inspection agencies are hereby authorized and deputized as agents of the Village of Albion to make inspections and reinspections of all electrical installations heretofore and hereafter described and to approve or disapprove the same. In no event, however, will the cost or expense of such inspections and reinspections be a charge against the Village of Albion.

A. 
It shall be the duty of the Inspector to report in writing to the Village of Albion Bureau of Code Enforcement and Fire Prevention, whose duty it shall be to enforce all provisions of this chapter, all violations or deviations from or omissions of the electrical provisions of the Building Code[1] applicable to the Village of Albion and of all local laws and the Building Code as referred to in this chapter insofar as any of the same apply to electrical wiring. The Inspector shall make inspections and reinspections of electrical installations in and on properties of the Village of Albion upon the written request of an authorized official of the Village of Albion or as herein provided. The Inspector is authorized to make inspections and reinspections of electrical wiring installations, devices, appliances and equipment in and on properties within the Village of Albion where he or she deems it necessary for the protection of life and property. In the event of an emergency, it is the duty of the Inspector to make electrical inspections upon the oral request of an official or officer of the Village of Albion.

It shall be the duty of the Inspector to furnish written reports to the proper officials of the Village of Albion and owners and/or lessees of property where defective electrical installations and equipment are found upon inspection. He or she shall authorize the issuing of a certificate of compliance when electrical installations and equipment are in conformity with this chapter. He or she shall direct that a copy of the certificate of compliance be sent to the Village of Albion to the attention of the Bureau of Code Enforcement and Fire Prevention.

This chapter shall not apply to any person, firm or corporation engaged in the conduct of manufacturing in or on properties in the Village of Albion who hires or employs one or more journeymen electricians, whose principal duties are installation, maintenance and repair of electrical machinery, appliances or electrical distribution (hereafter called "electrical work"). The term "journeyman electrician" shall mean a person who has completed an apprentice course or received equivalent training or had equivalent experience of at least three years in electrical work and is deemed qualified by an official of the facility by reason that his or her work performance is acceptable by the various codes and inspections that said person, firm or corporation are subject to. By January 1 of each year a list of such "journeymen electricians" shall be submitted to the Bureau of Code Enforcement and Fire Prevention of the Village of Albion in order that the person, firm or corporation shall be released from or not subject to the provisions as set forth in the chapter pertaining to the filing of applications or the penalties for noncompliance. There shall be no assessments or fees in connection with the filing of this certificate for journeymen electricians.

Except for a person, firm or corporation excluded from the application of this chapter by § 149-4 hereof, it shall be a violation of this chapter for any person, firm or corporation to install or cause to be installed or to alter electrical wiring for light, heat or power in or on properties in the Village of Albion until an application for inspection has been filed with the New York Board of Fire Underwriters or any other electrical inspection agency, and it shall likewise be a violation of this chapter for a person, firm or corporation to connect or cause to be connected electrical wiring in or on properties for light, heat or power to any source of electrical energy supply prior to the issuance of a temporary certificate or a certificate of compliance by the New York Board of Fire Underwriters or any other electrical inspection agency.

Any violation of any of the provisions of this chapter shall be subject to a penalty not to exceed $250 or imprisonment not to exceed 15 days, or both such fine and imprisonment.
