A. 
Authority to impound vehicles.
(1) 
When any vehicle is parked or abandoned on any street within the Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway upon which said vehicle is parked or abandoned, or if such vehicle is parked or abandoned in such a manner as to hinder or interfere with the proper removal of snow or ice, said vehicle may be moved by any police officer of the Monroe Village Police Department, and removal may also be by authority of any member of the Monroe Village Highway Department.
(2) 
When any vehicle is found unattended on any street or highway within the Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by any police officer of the Monroe Village Police Department.
(3) 
When any vehicle is parked or abandoned on any street or highway within the Village where stopping, standing or parking is prohibited, said vehicle may be removed by any police officer of the Village Police Department.
B. 
Storage and charges. After removal of any vehicle as provided in this article, the Monroe Police Department may store such vehicle in a suitable place at the expense of the owner. Such owner, or person in charge of the vehicle, may redeem the vehicle upon payment to an authorized towing agency of the amount of all expenses actually and necessarily incurred in effecting such removal and storage.
