It shall be the duty of the Department of Public Works Superintendent forthwith upon his appointment and qualification as such, to make and file with the Clerk of the Village a true and perfect inventory of all tools, implements and property belonging to said Village and used upon or in connection with the streets of said Village; during his term of office he shall, subject to the Trustees, have full charge, control and possession of such tools, implements and property and be responsible therefor to said Village until the delivery thereto to, and the receipt therefor by, his successor as hereinafter provided; upon the qualification of his successor he shall forthwith deliver to him such tools, implements and property, upon receiving from him his receipt therefor in duplicate, one of which shall be forthwith filed with the Clerk of said Village and the other retained by him.
