Before voting upon the enactment of a proposed local law, the Board
of Trustees shall fix a date, within 30 days after the presentation of such
local law to it, for a public hearing thereon before such Board. Notice of
such hearing shall be given by the Village Clerk by causing the same to be
published once in the official Village newspaper[1] at least seven days prior to the date fixed for the hearing. In
the event that there is no official newspaper, the Board of Trustees shall
designate the manner of giving such notice. The notice given shall contain
the title of the proposed local law and a brief explanatory statement thereof.
Proof of publication of such notice shall be filed in the office of the Village
Clerk.
