Pursuant to C.G.S. §§ 7-148b through 7-148f, as amended, there is hereby created the Farmington Fair Rent Commission (the "Commission"). The Commission shall consist of the Housing Authority of the Town of Farmington, and membership on the Commission shall be concurrent with membership on the Housing Authority of the Town of Farmington. Loss of membership on the Town of Farmington Housing Authority shall automatically mean loss of membership on the Commission, and attainment of membership on the Housing Authority of the Town of Farmington shall automatically mean attainment of membership on the Commission. The Chairman and Secretary of the Housing Authority of the Town of Farmington shall be the Chairman and Secretary of the Commission. All members shall serve without compensation.
The Commission shall make studies and investigations, conduct hearings and receive complaints relative to rental charges on housing accommodations, except those accommodations rented on a seasonal basis, within its discretion, in order to control and eliminate excessive rental charges on such accommodations. The Commission, for such purposes, may compel the attendance of persons at hearings, issue subpoenas and administer oaths. The Commission shall have such powers as may from time to time be granted to it under the state statutes.
The Commission shall meet at the call of the Chairman at any appropriate time or reasonable time.
The procedures to be followed by the Commission as to considerations in determining whether rental charges are excessive and in ordering rent reduction or suspension shall be as provided by state law.
The facilities and services of the various agencies and departments of the Town shall be available to the Commission as it may reasonably require.
