A. 
On July 10, 1990, the Kent County Levy Court completed the public process of establishing road names for the streets, highways and bi-ways in the unincorporated areas. This year the house numbering project was completed. The Enhanced 911 Emergency Dispatch Center is now utilizing the new street name and house number system to direct police, fire and ambulance services throughout the county. The United States Post Office, public schools, utilities and service companies are using the new system. Mapping companies are printing Kent County maps with information from the new system.
B. 
It is not in the best interest of public safety to continue the process for road name changes. The county has a responsibility to all public entities and businesses who use addresses to stabilize the new system. To do otherwise would be a continued and unnecessary expense to all concerned and would not be to the benefit of Kent County citizens.
Upon the effective date of this chapter, Ordinance Nos. 92-10 and 95-03 and all other references to road name changes are hereby repealed. In the interest of public safety, there will be no further road name changes except as may be authorized by other provisions of this chapter. Only those road name change applications received by the Emergency Communications Department prior to the effective date of this chapter shall be considered, except for applications as may otherwise be authorized by other provisions of this chapter.
In the future, road name changes will only be adopted for the recognition of public figures or specific events in national or state history or other matters of historical significance. These changes shall be adopted by ordinance, and all costs shall be borne by the state or county.
