This chapter is enacted for the purpose of regulating all games of chance
held, operated or conducted with the Township pursuant to the New Jersey Bingo
Licensing Law, N.J.S.A. 5:8-24, et seq., and the Raffles Licensing Law, N.J.S.A.
5:8-50, et seq., and in accordance with the rules and regulations issued or
to be promulgated by the Legalized Games of Chance Control Commission in the
Department of State of the State of New Jersey. All applications, licenses
and proceedings in connection therewith shall be subject to the provisions
of such acts, rules and regulations, and any laws, rules and regulations hereafter
enacted or promulgated, and the same shall be further subject to the provisions
of this chapter.
Bingo and raffles shall not be held, operated or conducted on premises
where alcoholic beverages are sold, dispensed or consumed during the progress
of the game.
A.
No person under the age of 18 years shall be permitted
to participate as a player in any game of bingo or in any nondraw raffle,
nor shall any such person conduct or assist in the conduct of the playing
of any game of chance.
B.
Whenever an organization shall conduct bingo or raffles,
it shall cause to be displayed in such a location as to be in view of all
persons who desire to participate in such game of chance, a sign as follows:
"Persons under the age of 18 years are not permitted to participate in this
game of chance." Where a nondraw raffle is conducted, the sign shall be displayed
adjacent to the wheel or the place of the allotment by chance; such sign shall
not be smaller than 144 square inches.
No license to conduct a game of chance, as authorized by law, shall
be issued to any organization not having a bona fide situs or location within
the Township and actively engaged in serving one or more of the authorized
purposes, as defined by the rules and regulations of the Legalized Games of
Chance Control Commission.
All games of chance at which the general public may obtain admission,
if in the opinion of the Mayor, Director of Public Safety or Chief of Police
it shall be necessary to preserve order thereat, shall be attended by uniformed
police officers of the Township, whose duty it shall be to preserve order
thereat. The number of such police officers on each such occasion shall be
determined by the Mayor, Director of Public Safety or Chief of Police. The
police officers may be selected by the licensee, subject to the approval of
the Mayor, Director of Public Safety or Chief of Police. Each such police
officer shall be paid directly by the licensee.
