No. 12-1978, effective 9-28-1978, as amended, Art. III, Collection of Fees, adopted 1-23-1984 by L.L. No. 6-1984, effective 1-30-1984, and Art. IV, Waste Removal, adopted 6-17-1985 by L.L.
