The provisions of this Chapter 164, Zoning, as regarding permitting construction of ground-level decks and all other similar decks as well as arbors, trellises, other similar structures and auxiliary structures for refuse bins and other purposes shall not be applicable and of no force and effect and a moratorium declared as to the provisions regarding permitting construction of the same, and construction shall be prohibited and maintenance, except for those already existing on the effective date and from the effective date, until such time as the moratorium shall be lifted, modified or amended by a duly adopted resolution of the Village Board of Trustees.
