A. 
Pursuant to Sections 25-84 through 25-94 of the Connecticut General Statutes, the Town Council of the Town of Wethersfield does hereby create a Flood and Erosion Control Board to exercise such powers as are granted by statute.
B. 
The Flood and Erosion Control Board shall be authorized to plan, layout, acquire, construct, reconstruct, repair, maintain, supervise and manage a flood or erosion control system.
A. 
Such Flood and Erosion Control Board shall consist of five members and three alternates. The terms of office shall be as follows: Three shall be appointed for terms to expire on June 30, 1990; and two shall be appointed for terms to expire on June 30, 1991. Of the three alternates initially appointed, two shall be appointed for terms to expire on June 30, 1990; and one shall be appointed for a term to expire on June 30, 1991. All subsequent appointments of regular and alternate members shall be for terms of three years, commencing on the first day of July. Any vacancy in a membership of the Board shall be filled by Council for the unexpired term of such member.
B. 
If a regular member of said Board is absent or disqualified, the Chairman of the Board shall designate an alternate to so act. The alternates shall be chosen in rotation so that they shall act as nearly equal a number of times as possible. If any alternate is not available in accordance with such rotation, such fact shall be recorded in the minutes of the meeting.
C. 
The Town Engineer and the Town Manager shall serve as ex officio members of the Board.
