This chapter shall be referred to as the “Local Law Establishing a Time Frame For Submission of Vouchers by Vendors to the Town of Wallkill.”
A. 
For the fiduciary good and welfare of the Town of Wallkill it is imperative that all services and goods supplied by vendors to the Town of Wallkill be promptly delivered and promptly paid. Integral to this policy is the timely submission of vouchers to the Town of Wallkill by vendors who have provided services or goods to the Town.
B. 
In order to ensure that prompt request for payment through the voucher system, a time limit not onerous to the vendor, but sufficient for the Town to be able to financially plan, budget, and balance its books on an annual basis, shall be established.
A. 
The Town Board of the Town of Wallkill hereby finds and determines that the time frame for the submission of vouchers by vendors supplying goods and/or services to the Town shall be no more than one year from the delivery and acceptance of said goods or from the completion of services rendered.
B. 
Any voucher submitted beyond the one-year time frame, except for good cause shown, shall be rejected. Determination of good cause shall be decided on a case-by-case basis upon petition by the vendor to the Town Board, which shall have final say as to good cause shown.
