This article shall be known as the "Nudity Ordinance" or by any other properly identifying designation.
For the purposes of this article, "nudity" shall be defined as:
A. 
Showing of the human male or female genitals, pubic area, or buttocks with less than a full opaque covering;
B. 
Showing of the female breast with less than a full opaque covering of any portion of the female breast below the top of the nipple; or
C. 
Depiction of covered male genitals in a discernibly turgid state.
In order to protect the welfare, health, peace, temperance, and safety of the citizens of El Reno, the display of nudity, as defined herein, is hereby prohibited and declared unlawful in any establishment licensed to sell alcoholic beverages pursuant to the provisions of the Oklahoma Alcoholic Beverage Control Act[1] when such establishment is located within the City limits of the City of El Reno, Oklahoma.

A. 
The owner of any establishment licensed to sell alcoholic beverages who knowingly allows the display of nudity, as defined herein, shall be guilty of a misdemeanor and punishable by a maximum fine of $200.
B. 
Any individual displaying nudity, as herein defined, at an establishment licensed to sell alcoholic beverages shall be guilty of a misdemeanor and punishable by a maximum fine of $200.
