Trains operated through the City limits of El Reno, Oklahoma, shall not be allowed to operate at speeds exceeding the allowable speed designated by the United States Department of Transportation, Federal Railroad Administration.
When railroad trains, cars or other equipment are shoved, kicked or dropped in switch movement over a public crossing at grade, such movement shall be protected by a member of the train crew who shall place himself at a conspicuous position on the ground at such crossing so as to signal a warning of the approaching train movement. This section shall not apply when the facing end of the leading car or equipment is equipped with a backup air hose or pipe and air whistle under the control and manually operated by a trainman located at the facing end of such leading car or equipment.
When it is necessary to open a railroad crossing during a movement over such crossing, the opening shall be made with a clearance of 15 feet on both sides of the highway or street, measured from the improved or traveled portion of such street. In the absence of such clearance, vehicular traffic across such crossing shall be directed by a flagman stationed at a point on the ground at such crossing.

A. 
It shall be unlawful for any person to cause or permit the blocking of any grade crossing with railroad trains, cars or equipment for a period in excess of 10 minutes within the area of the City described hereinafter; provided that if, for any reason because of unusual or extraordinary circumstances, it is necessary to block such crossing in excess of such time, such fact shall be made known to the Police Department of the City with a request that the traffic be directed around such blocked crossing.
B. 
For the purposes of this section, the area of the City embraced by this section is defined and established to encompass all of that area of the City described as follows: beginning at the intersection of S.W. 27th Street and Country Club Road, thence east two miles to the intersection of S.W. 27th Street and Shepard Street; thence north three miles to the section line between Township 12 North and Township 13 North, known as Jones Road; thence west to the half-section line of Section 32, Township 13 North Range 7 West; thence north six miles to section line between Township 13 North and Township 14 North; thence west 2 1/2 miles to the section line between Section 1 and Section 2, Township 13 North, Range 8 West; thence south four miles to the section line between Section 24 and Section 25, Township 13 North, Range 8 West; thence east one mile to the section line between Range 7 West and Range 8 West; thence south two miles to the section line between Township 12 North and Township 13 North; thence east 1 1/4 miles to County Club Road; thence south three miles to the point of beginning.
It shall be unlawful for any person to cause or permit any railroad trains, cars or equipment to stand upon any point on a railroad track in such manner as to actuate and cause the ringing of any bell or other warning signal upon any automatic warning device located at a grade crossing.
Any railroad company operating trains over the grade crossings at Watts and Elm Streets shall be required to install, maintain and operate, during the hours of darkness, sufficient flood lights as will reasonably illuminate such crossings. In the event such lights become inoperative for a period of 24 hours, such railroad company shall be required to furnish a flagman to direct traffic at a point on such crossing or crossings until such lights are repaired and placed in operation.
Violations of this chapter shall be punishable as provided in § 1-10 of this Code.
