The standing committees of the City Council are designated as follows: City Property Committee, Claims and Pending Suits Committee, Finance Committee, License Committee, Ordinance Committee and such other committees as shall be deemed necessary by City Council from time to time.

Committees of the City Council, whether standing or special, shall have power to elect their own Chair, and in default of such election, the member of the City Council first named on the committee shall be Chair thereof, and in case of his or her resignation or inability, the other members in the order in which they are named shall act as Chair.
The City Clerk shall be clerk of all committees of the City Council and shall cause a record of their proceedings to be kept in a book provided for that purpose. No report shall be received unless agreed to in committee actually assembled.
