There is hereby established within the City of Pawtucket the Pawtucket Traffic Enforcement (P.T.E.) Program for the increased enforcement of the traffic ordinances of the City of Pawtucket. Said program will incorporate the services of the police officers, compensated at their overtime rate for a maximum of 200 man hours per week.
Said program shall be funded through an appropriation authorized by the Pawtucket City Council from the revenue account of the City of Pawtucket. All moneys received through the efforts of the P.T.E. Program shall be deposited into an account identified with the purposes of this chapter.
The City Council shall receive an annual written report outlining both the revenue and expenditures of the P.T.E. Program.
Ten dollars shall be added to all court costs, and this revenue shall be applied to the purchase and acquisition of capital equipment and/or matching funds for grants and police training in the Police Division. However, the aforementioned revenue shall not be used for police training if said training may be obtained at no cost to the city.
Any fine for a traffic violation pursuant to the P.T.E. Program shall double the amount stated on the face of the original citation if the offender motor vehicle operator fails to plead not guilty and fails to pay the amount of the fine within 14 days of the violation date; notwithstanding, said fine shall triple if the offender motor vehicle operator fails to plead not guilty and fails to pay the stated amount of the fine after 28 days following the violation date.
