The Mayor shall appoint with the consent of
the Council, for the term of one year commencing January 1 of any
year, a member of the active firefighting force of the Glassboro Fire
Department as Fire Inspector. It shall be his duty to inspect properties
within the Borough for fire hazards, to make inspections required
by the Rooming House Ordinance heretofore adopted by the Borough and
to make such inspections as required by the Board of Health of the
Borough of Glassboro; and he shall have the power to order the removal
of any rubbish or other materials which could cause a fire hazard
and shall do any other fire inspection work which may be required
by the Chief of Police of the Borough or any other official by any
ordinances which have heretofore been or may be hereafter adopted
by the Borough Council. He shall be an officer of the Borough and
hold office for one year or until his successor is appointed and qualified.

There is hereby established the position of
Borough of Glassboro Municipal Fire Chief.

A.
The governing body shall create a committee to participate
in the selection of the Municipal Fire Chief upon the termination,
resignation, retirement or death of the Municipal Fire Chief.
B.
The committee shall consist of three members of the
governing body, two members of the Volunteer Fire Department (i.e.,
one member from the Executive Committee and one member a line officer)
and the Borough Administrator.
C.
The committee shall submit one or more candidates
to the governing body for consideration as an appointment to Municipal
Fire Chief. The governing body shall have the absolute right to appoint
the Municipal Fire Chief from the names submitted by the Committee.
The Borough of Glassboro Municipal Fire Chief
appointment shall be for one year.
The Borough of Glassboro Municipal Fire Chief
shall be responsible for the following duties:
A.
To develop and submit to the Borough Administrator
an operating budget for the Bureau of Fire Prevention and the Fire
Department for approval by the governing body.
B.
To coordinate all Departmental training and fire inspection
procedures.
C.
To supervise all paid personnel of the Bureau of Fire
Prevention and the Fire Department.
D.
To develop a preventative maintenance cost savings
plan for fire apparatus and equipment.
E.
To plan and implement operational guidelines and standard
operating procedures (SOPs) applicable to the Fire Department.
F.
To ensure proper operating procedures and compliance
as per federal and state laws and regulations.
G.
With the assistance of the Volunteer Fire Department,
the Municipal Fire Chief shall coordinate and supervise all emergency
responses in relation to the Fire Department. In the absence of the
Municipal Fire Chief or by delegation of authority to the Volunteer
Fire Chief by the Municipal Fire Chief, the Volunteer Fire Chief shall
coordinate and supervise all emergency responses in relation to the
Fire Department.

H.
To implement cost savings when applicable.
I.
To develop long-range planning procedures.
The Borough of Glassboro does hereby recognize
and acknowledge that the existing Glassboro Fire Department Company
No. 1, Inc., is, and shall continue to remain, in full force and effect
as set forth in its own bylaws and continue to operate in said capacity.

A.
Authority at fire emergencies. The Fire Chief, or
duly authorized representatives, as may be in charge at the scene
of a fire or other emergency involving the protection of life and/or
property, is empowered to direct such operations as may be necessary
to extinguish or control any suspected or reported fires, gas leaks,
or other hazardous conditions or situations, provide emergency medical
care or take any other action necessary in the reasonable performance
of his duty. The Fire Chief may prohibit any person, vehicle or object
from approaching the scene and may remove or cause to be removed from
the scene any person, vehicle or object which may impede or interfere
with the operations of the Fire Department. The Fire Chief may remove
or cause to be removed any person, vehicle or object from hazardous
areas. All persons ordered to leave a hazardous area shall do so immediately
and shall not reenter the area until authorized to do so by the Fire
Chief.
B.
Interference with Fire Department operations prohibited.
It shall be unlawful to interfere with, attempt to interfere with,
conspire to interfere with, obstruct or restrict the mobility of or
block the path of travel of any Fire Department vehicle in any way
or to interfere with, attempt to interfere with, conspire to interfere
with, obstruct or hamper any Fire Department operation.
C.
Compliance with orders required. A person shall not
willfully fail or refuse to comply with any lawful order or direction
of the Fire Official or Fire Chief with the compliance attempts of
another individual.
D.
Driving of vehicles across fire hose. A vehicle shall
not be driven or propelled over any unprotected fire hose of the Fire
Department when laid down on any street, alleyway, private drive or
any other vehicular roadway without the consent of the Fire Chief
or his designee in command of said operation.
E.
Tampering with equipment prohibited. A person shall
not, without proper authorization from the Fire Chief in charge of
said Fire Department emergency equipment, cling to, attach himself
to, climb upon or into, board or swing upon any Fire Department emergency
vehicle, whether the same is in motion or at rest, or sound the siren,
horn, bell or other sound-producing device thereon, or manipulate
or tamper with or attempt to manipulate or tamper with any levers,
valves, switches, starting devices, brakes, pumps or any equipment
or protective clothing on or a part of any Fire Department emergency
vehicle.
F.
Damage or injury to equipment or personnel prohibited.
It shall be unlawful for any person to damage or deface or attempt
or conspire to damage or deface any Fire Department emergency vehicle
at any time or to injure or attempt to injure or conspire to injure
Fire Department personnel while performing departmental duties.
G.
Blocking of fire hydrants or connections prohibited.
It shall be unlawful to obscure from view, damage, deface obstruct
or restrict the access to any fire hydrant or any Fire Department
connection for the pressurization of fire-suppression systems, including
fire hydrants and Fire Department connections that are located on
public or private streets and access lanes or on private property.

A.
Establishment of position. There is hereby established the position
of Borough of Glassboro Municipal Deputy Fire Chief.
B.
Appointment.
(1)
The governing body shall create a committee to participate in the
selection of the Municipal Deputy Fire Chief upon the hiring, termination,
resignation, retirement or death of the Municipal Deputy Fire Chief.
(2)
The committee shall consist of three members of the governing body,
two members of the Volunteer Fire Department (i.e., one member from
the Executive Committee and one member a line officer) and the Borough
Administrator.
(3)
The committee shall submit one or more candidates to the governing
body for consideration as an appointment to Municipal Deputy Fire
Chief. The governing body shall have the absolute right to appoint
the Municipal Deputy Fire Chief from the names submitted by the committee.
C.
Duties and responsibilities. The Borough of Glassboro Municipal Deputy
Fire Chief shall be responsible for the following duties:
(1)
The Municipal Deputy Fire Chief shall perform the duties of the office
of Municipal Fire Chief in the absence of the Municipal Fire Chief
or upon a vacancy in the office of Municipal Fire Chief or upon the
disability of the Municipal Fire Chief, and shall perform such other
duties and responsibilities as directed by the Municipal Fire Chief
and Borough Administrator.
D.
Repealer. All ordinances or parts of ordinances inconsistent with
this section are hereby repealed to the extent of such inconsistencies.
E.
Severability. Each subsection of this section is an independent subsection,
and the holding of any subsection or part thereof to be unconstitutional,
void or ineffective shall not be deemed to affect the validity or
constitutionality of any other subsections or parts hereof.
