It shall be unlawful for any person to willfully or maliciously torture, torment, beat, kick, strike, mutilate, injure, disable or kill any dog or to interfere with or meddle with any such dog while such dog is being used by the Ventnor City Police Department in the performance of its duties.

Any person adjudged guilty of a violation of the provisions of this article shall, upon conviction thereof, be punished by a fine not exceeding $1,000 or to imprisonment for a term not exceeding 60 days, or both, at the discretion of the Municipal Judge of the City of Ventnor City. In addition to or as a substitute for the previously mentioned fine, the imposition of community service shall be authorized as an additional penalty, which community service shall not exceed 90 days.
