A. 
It shall be the responsibility and obligation of each owner or occupant of property located in the City of Ventnor City to place the trash generated at that property for collection at the curbside of said property. All trash shall be placed at curbside on the day immediately preceding the collection schedule for said owner or occupant's property. However, no trash shall be placed at curbside prior to 5:00 p.m. of the day immediately preceding.

All grass clippings, leaves, lawn thatching and leafy vegetative waste from lawns, flower beds, shrubs and trees shall be placed loose in reusable containers or in a Kraft/paper yard waste bag. The containers or bags, when filled, shall weigh less than 50 pounds. The containers or bags shall be placed at the curb to be collected as described in Subsection A above.

It shall be the responsibility and obligation of each owner or occupant of property located in the City of Ventnor City, on the day that collection takes place, to remove any trash receptacles placed at curbside by that property and return them to the proper property location no later than 7:00 p.m. on the date of collection or directly following collection should collection occur later than 7:00 p.m.

It shall be the responsibility and obligation of each owner or occupant of property located in the City of Ventnor City to ensure that the trash receptacle(s) used at that property for the storage of trash or any bulk item or debris generated at that property, pending the date of collection, be placed in the rear of the property whenever possible and, if not possible in the rear, in a place other than the front of the property so that it may not be viewed from any public street or walkway.

It shall be the responsibility of the owner or occupant of each premises provided with municipal trash collection to use the primary container provided by the City for your municipal trash collection. Containers provided by the City are the property of the City, stay with the property, cannot be sold, disposed of, donated, or given to another property, for example. Containers purchased elsewhere can only be used for additional trash and recycling providing that they have attached or secured lids. Containers must be used for putting trash out. Placing bags curbside is not permitted.

It shall be the responsibility of the owner or occupant of each premises provided with municipal trash collection or new owner or occupant to replace the primary container provided should they no longer have that container with property, by purchasing same container from the City of Ventnor. All violations and penalties apply.

Any person, persons or corporation who shall violate this article shall, upon conviction thereof, be subject to a fine of up to $1,000. In addition to or as a substitute for the previously mentioned fine, the imposition of community service shall be authorized as an additional penalty, which community service shall not exceed 90 days.
