The City of Ventnor City shall permit charitable organizations as defined in Section 3 of P.L. 1994, c. 16 (N.J.S.A. 45:17A-20) to solicit contributions in the county roadways and highways situate in the City of Ventnor City in accordance with the provisions contained herein. Said solicitation shall hereinafter be referred to as "coin drops."
All charitable organizations desiring to solicit contributions in the roadways and highways of the county situate in the City of Ventnor City shall file a request with the City Clerk and the Ventnor City Police Department (Chief of Police) specifying the following information:
A. 
Name of organization.
B. 
Address of organization.
C. 
Telephone number of organization.
D. 
Contact person of organization.
E. 
Location of proposed charitable solicitation.
F. 
Dates and times of proposed charitable solicitation.
G. 
A copy of a written request to the Atlantic County Board of Chosen Freeholders to permit said charitable solicitation in the county roadway and/or highway situate in the City of Ventnor City.
H. 
If said request involves a state roadway and/or highway coinciding with a county roadway, said request shall include a copy of an authorization from the State of New Jersey Commissioner of Transportation to permit said charitable solicitation.
A. 
Said request shall be reviewed by the Chief of Police of the City of Ventnor City and said Chief of Police shall make a recommendation to the governing body of the City as to the relative aspects of the request, including a review of the location, dates and times of the request, and a review of the safety procedures and/or methods to be employed by the said charitable organization. Said Chief of Police shall thereafter forward a report to the governing body of the City of Ventnor City as to his/her opinion as to the granting, rejecting or modification of any proposed charitable solicitation.
B. 
Charitable organizations must provide temporary signage, warning motorists coming from all directions of the presence of a coin drop and the name of the organization conducting same. Said organization shall submit the proposed temporary signage to the Chief of Police of Ventnor City for his review, and his approval shall be a mandatory condition to the granting of any permit hereunder.
The governing body of the City of Ventnor City shall be permitted to establish a policy in order to monitor requests from charitable organizations with regard to dates and times of proposed solicitations in order to fairly provide all charitable organizations the opportunity to participate in solicitation and to reasonably regulate such activity. The governing body shall retain in its sole discretion the authority to permit or deny any such request for charitable solicitations.
In no event shall any charitable organization requesting authorization from the City of Ventnor City for said charitable solicitation use any individual under the age of 18 years to perform any function or task associated with the said charitable solicitation in any roadway.
Any charitable organization requesting authorization from the City of Ventnor City for said charitable solicitation shall comply with all of the terms and conditions of all statutory and administrative laws of the State of New Jersey including, but not necessarily limited to, N.J.S.A. 39:4-60.
The charitable organization shall obtain permission in writing from Atlantic County and furnish proof of same to the City of Ventnor City prior to the solicitation of any contributions.
