A. 
Revenues derived from the collection of user charges shall be deposited to and disbursement associated with the operation and maintenance of the local sewer system shall be withdrawn from an account or accounts dedicated exclusively to these purposes.
B. 
Amalgamation of local sewer system accounts with those for any other purpose, including public water supply, shall be contrary to the intent of this chapter.
When at the end of any fiscal year user charges have been collected in excess of those required to defray operating maintenance expenses, the surplus shall be applied to reduce user charges for the next fiscal year. However, the City Auditor, upon consultation with the Chief Financial Officer of the City of Ventnor, may place said amount or a portion thereof in a surplus line item to be carried over to the succeeding fiscal year.
No statement contained within this chapter shall be construed as prohibiting the collection of additional fees for initial sewer system connection, sewer expansions or extensions, dedicated (reserved) transport or treatment capacity in excess of current actual use or pretreatment of industrial wastes.
No individual or other entity may make any illicit connection with the sewer system in the City of Ventnor nor shall any person or entity discharge or cause to be discharged by an illicit connection to the municipal separate storm sewer system operated by the City of Ventnor any domestic sewerage other than stormwater.
All buildings located within the City of Ventnor are required to be connected to such sewer service. No certificate of occupancy shall be issued until the proper sewer connection is made for any new construction. No property whether residential or commercial shall be connected to the public sewer system without the installation of an approved curbside "clean-out device" of such design and type as is approved in accordance with the applicable Uniform Construction and Plumbing Codes.
In the event of the nonpayment of all or any portion of the charges herein prescribed and provided as and when due, such unpaid amount shall bear an interest penalty at the rate of 1% per month after 30 days from the date the amount became due.
The local utilities shall review the charges for the sewerage utility on an annual basis and revise the same if necessary to insure that revenues are sufficient to offset the total cost of operating and maintaining the local sewer system and to maintain the proportionate distribution of costs among users or user class.
The cost of all extraneous flow that the City is unable to specifically designate to a particular user shall have its costs distributed in equal proportions to all of the then users of the sewer system of the City of Ventnor City. This form of cross-distribution is implemented in accordance with the dictates and the guidelines of federal standards.
