The provisions of Article 19-A of the General Municipal Law are hereby made applicable to the establishment of business improvement districts in the City of Ithaca.

Editor's Note: This local law also provided that it shall become effective upon compliance with the requirements set forth in § 980-g of Article 19-A of the General Municipal Law and upon compliance with all other requirements of law.
The Ithaca Downtown Business Improvement District shall be and is hereby established in the City of Ithaca, the Common Council having found that the establishment of the district is in the public interest, that all notice, mailing and hearing requirements have been complied with, that all properties within the district will benefit from its establishment and that all property benefitted is included in the boundaries of the district. The boundaries of said district are contained in the district plan attached to the resolution of this body dated July 2, 1996, calling for a public hearing, and are set forth below:
All that tract,or parcels of land, situate in the City of Ithaca, County of Tompkins and State of New York, more particularly bounded and described as follows:
North Boundary:
All properties fronting on Buffalo Street from N. Aurora Street to N. Geneva Street.
All properties fronting on the South side of W. Buffalo Street from N.Geneva to N. Albany Streets.
West Boundary:
All properties fronting on the East side of Albany Street from W. Buffalo Street to W. Green Street.
South Boundary:
All properties fronting on the North side of W. Green Street from S. Albany Street to S. Geneva Street.
All properties fronting on W. Green Street from S. Geneva Street to S. Cayuga Street.
All properties fronting on S. Cayuga Street from W. Green Street to Clinton Street.
All properties on North Side of E. Clinton/Prospect Streets from S. Cayuga Street to S. Aurora Street.
East Boundary:
All properties fronting on West side of S. Aurora Street from Prospect Street to E. State Street.
All properties fronting on E. Green Street and E. State Street from S. Aurora Street to Schuyler Place and entire Tax Parcels 69-6-13, 14, 15.
All properties fronting on Seneca Way.
All properties fronting on E. Seneca Street from N. Aurora Street to Parker Street.
All properties fronting on N. Aurora Street from E. Seneca Street to E. Buffalo Street.
The provision of services within the district shall be pursuant to such district plan of the Ithaca Downtown Business Improvement District. All said services shall be in addition to, and not a substitution for, required municipal services provided by the City of Ithaca on a city-wide basis.
A. 
To the extent not otherwise explicitly provided herein, the provisions set forth in Article 19-A of the General Municipal Law shall govern the operation of the business improvement district (BID) and the District Management Association in the city.
B. 
Insofar as the provisions of this article are inconsistent with the provisions of any other local law or act, the provisions of this article shall be controlling.
Any amendments to the BID or to the BID plan shall be made in accordance with the provisions set forth in § 980-i of Article 19-A of the General Municipal Law.
