On the streets so designated as parking meter zones, the borough shall cause individual parking spaces to be marked off and designated and a parking meter installed on the curb alongside each individual parking space. Such meter, upon the deposit of a coin as hereinafter provided, shall indicate the duration of the legal parking period remaining and the time when such period shall have elapsed.

In accordance with Schedule XV (§ 248-67) and Schedule XVI (§ 248-68) of this chapter, the Borough Manager or the Manager's designee may issue parking permits pursuant to regulations established, from time to time, by resolution of the Mount Oliver Borough Council. Additionally, the Mount Oliver Borough Council may establish, by resolution, any charges and fees relating to the application for, issuance of and/or maintenance of such parking permits.

In order that the police officers serving the Borough of Mount Oliver may properly compute the time during which a vehicle is being parked, the owner or operator of every vehicle being parked in any location in any parking meter zone, during the time of limited parking, shall immediately deposit coin or coins of the United States in the parking meter alongside of or next to the parking space occupied by such vehicle, in accordance with the time schedule hereinafter set forth in §§ 248-67 and 248-68, and shall operate the meter in accordance with the instructions thereon, and failure to do so shall constitute a violation of this article.
It shall be unlawful for any person to park a vehicle, within a parking meter zone, otherwise than wholly within the individual parking space to which the adjacent parking meter applies.
It shall be unlawful for any person to tamper with, deface, damage, open or willfully break, destroy or impair the usefulness of any parking meter installed under the terms of this Article, provided that nothing herein shall apply to authorized activities and functions of borough employees assigned to the maintenance of parking meters and the collection of the coins therefrom.

Any person violating any provision of this article, or aiding, abetting or assisting in the violation thereof, shall, upon conviction thereof, be sentenced to pay a fine in accordance with § 248-24.

It shall be unlawful for the owner or operator of any vehicle to park such vehicle, or to allow the same to remain parked, for longer than the time limits hereby described in Schedule XV (§ 248-67) and Schedule XVI (§ 248-68), attached to and made part of this chapter.
