There is hereby created a Department of Parks and Recreation, the members of which shall be appointed by the Mayor with the consent of the City Council.

The head of the Department shall be the Councilperson charged with the responsibility for parks and recreational activities, and the Department shall consist of said Councilperson and an advisory committee of 11 members consisting of eight permanent members and three alternates, who shall act in an advisory capacity to the head of the Department and shall be designated as the "Parks and Recreation Committee." Members shall be residents of the City of Northfield. Of the eight permanent appointments, one member shall be a member of the City Council.

A. 
All appointments shall be for a term of three years with the exception of the member of Council, who shall be appointed yearly by the President of the City Council, and all alternates, who shall be appointed for two years. Vacancies shall be filled for the unexpired term only. The members shall serve until their successors are appointed and shall qualify.

B. 
The members shall receive no compensation for their service.
The Department of Parks and Recreation shall receive an annual appropriation for the purposes of administration, maintenance and construction necessary to the system, and it shall be provided with suitable quarters for the conduct of its operations.
The Parks and Recreation Committee members shall have such advisory powers and shall receive such financial aid from the municipality as shall be authorized by the Council.
Full- or part-time employees necessary to the operation of the Department of Parks and Recreation shall be appointed by the City Council.
A. 
All moneys received by the Department of Parks and Recreation from the operation of said parks and recreation facilities shall be paid over to the Municipal Treasurer and by him kept in a special fund which shall be under the control of the Department and used only for the purpose of defraying the expenses of improving, maintaining or policing the playgrounds and recreation places and for other expenses of the Department.
B. 
The Northfield Cardinal Boosters, the Northfield All-Sports Association, the Northfield Cultural and Heritage Committees and American Legion Post No. 295 are specifically exempt from this provision.
