§ 67-1Youth Council established.
§ 67-5Receipt of goods and services.
There hereby be established an organization known as the Mayor's Youth Council.
Membership in the Council may include individuals and designated representatives of any organization providing services to youth in the City of Camden, including religious organizations as well as representatives of the Mayor, this Council, the Department of Health and Human Services, the Board of Education and County, state and federal agencies.
Applications for membership shall be reviewed and approved by the Director of the Department of Health and Human Services; provided, however, criteria established for membership shall be inclusive so as to encourage participation.
The Council shall meet quarterly, if not more often, during the calendar year. At its first organizational meeting, it shall provide for the drafting of bylaws governing the functioning of the organization. The bylaws shall provide for the creation of an executive committee composed of not more than nine members. At its organizational meeting, the Council shall select a temporary executive committee, which shall serve pending the appointment of a permanent executive committee. The bylaws may also provide for standing committees, including but not limited to a program committee, an events committee and a communication committee.
The Council may carry out the following activities:
Recommending and fostering initiatives for the benefit of and by the youths residing in the City of Camden;
Acting as a communication link between providers of youth services;
Promoting youth services;
Providing recognition for the abilities, accomplishment and contribution of City youth;
Organizing citywide forums, including an annual Mayor's Youth Expo and Camden Youth Summit;
Providing for a Web site to provide news and information about youth activities in the City of Camden;
Collecting and documenting information and data on services available to the youth of the City of Camden;
Assisting the City and its constituent members in obtaining grant funding;
Participating in the design of acting as a participant in school programs; and
Collecting and distributing new and information concerning youth activities and programs.
The Mayor's Youth Council shall follow all City procurement and all City employment procedures in obtaining any goods, services or paid employees for Youth Council activities; provided, however, nothing herein shall preclude the donation of goods and services to activities sponsored by the City or any constituent member of the Youth Council.
