§ 102A-3Members; terms.
A Substance Abuse Advisory Council is hereby established for the City of Camden.
The members of the Substance Abuse Advisory Council shall be appointed by this City Council.
The Advisory Council shall consist of 17 members and two alternate members. Thirteen of the members shall be voting members, and four of the members shall be nonvoting members. During the first year, the voting members shall be appointed for two-year terms and the nonvoting members shall be appointed for one-year terms. Thereafter, the voting members shall be appointed for five-year terms and the nonvoting members shall be appointed for three-year terms. Alternates shall be nonvoting members and appointed to one-year terms during the first year and every year thereafter.
Where applicable, a voting member shall be represented by its Chief Executive Officer or Executive Director, or like official positions, or its designate fully empowered and authorized to vote on behalf of the member.
The following City of Camden officials shall serve as nonvoting, ex officio members of the Advisory Council: the Mayor, President of City Council, Manager of Special Grants, and a representative of the Department of Health and Human Services.
A representative of the New Jersey Department of Health and Senior Services may serve as a nonvoting, ex officio member only of the Advisory Council.
City Council shall appoint the Chairperson and Co-Chairperson for the Advisory Council.
There shall be six Camden-based community agencies and institutions represented through six separate voting members on the Advisory Council.
To the extent possible and with consideration being given to issues of individual rights to privacy, the membership shall be comprised of at least five members who are substance abuse consumers. At least three of the substance abuse consumer members shall be residents of the City of Camden.
There shall be two alternate voting members who may be representatives from any of the aforesaid Camden-based community agencies.
The Advisory Council shall meet at least once a month and shall prepare and report its findings and recommendations for studies, programs and proposals to this City Council and to the administrative branch of this City government. It shall report its findings and recommendations at least semiannually and more frequently as appropriate.
