It is the purpose of this chapter is to adopt an Official Map and to provide for the filing of copies of such map in the office of the City Clerk for the information of the public.
The previously printed map, a copy of which is on file in the office of the City Clerk, is incorporated herein by reference and hereby made a part of this chapter and shall be identified by the following statement marked or stamped thereon:
"Adopted by reference as a part of the Official Map Ordinance passed March 2006, by the Mayor and City Council of the City of Crystal Lake, Illinois, approved by Aaron T. Shepley, Mayor, attest Roger T. Dreher, City Clerk." (as updated annually)
The map, a copy of which is on file in the office of the City Clerk, is hereby incorporated by reference and adopted as a part of this Code and shall be known as the "Official Map of the City of Crystal Lake."
All amendments to the Official Map, except for a comprehensive amendment to the entire map, must be approved by resolution duly passed and approved by the Mayor and City Council of the City.
The map adopted under § 93-2 of this Code may be adopted by reference to its title in other ordinances which regulate the development of the City, without further filing or publication except where the Illinois Compiled Statutes require otherwise.
Provisions of this Code, including maps incorporated herein, which may be incorporated by reference in other regulatory ordinances of the City, shall be administered and enforced by the officers designated in such regulatory ordinances.
Whenever a final plat of a subdivision, or part thereof, has been approved by the Mayor and City Council as complying with the Official Map, and there is designated therein a school site, park site, or other public land, the City agency having jurisdiction of such use, be it a school board, park board or other authority, shall acquire the land so designated by purchase or commence proceedings to acquire such land by condemnation within one year from the date of approval of such plat; and if it does not do so within such period of one year, the land so designated may be then used in any other manner consistent with the provisions of this Code and Chapter 650, Zoning, of this Code.
The City Clerk shall keep in his/her office at least three copies of the Official Map as is incorporated herein by reference and any amendments thereof, for inspection by interested persons. The City Clerk shall also make available copies of the Official Map for purchase at the City's cost. The foregoing copies of the Official Map shall be in addition to the original copy which the Illinois Compiled Statutes require the Clerk to keep as a part of the official record of enacted ordinances of the City.
