A.
It shall be the duty of the officers of the City Police Department,
or such police officers as are assigned by the Chief of Police to
enforce all local traffic laws set forth in this chapter and all state
traffic laws applicable within the City. The City Code Enforcement
Officers shall also be authorized to enforce all parking and standing
regulations, and any other nonmoving regulation set forth in this
chapter.
B.
Police officers are hereby authorized to direct all
traffic by voice, hand or signal in conformance with traffic laws,
provided that, in the event of a fire, accident or other emergency,
or to expedite traffic or to safeguard pedestrians, police officers
may direct traffic as conditions may require, notwithstanding the
provisions of the traffic laws.
C.
Any fire fighter of the Prince George's County Fire
Department or any member of a local volunteer fire-fighting company,
when at the scene of a fire, may direct or may assist the police in
directing traffic thereat or in the immediate vicinity.
D.
Any properly identified school crossing guard, whether
employed by the Prince George's County Police Department or by the
City of New Carrollton, may direct traffic in the vicinity of authorized
pedestrian crosswalks or at other locations as required for the safety
of school children.
No person shall willfully fail or refuse to
comply with any lawful order or direction of a police officer, fire
fighter or school crossing guard.
