There is hereby created the Department of Public Works of the City of Pleasantville. It shall consist of a Superintendent of Public Works, who shall be the head of the Department, and all officers and employees assigned thereto. All such officers and employees shall perform their duties subject to the supervision and direction of the Superintendent.
The Department of Public Works shall have charge of and supervision over the care, maintenance and construction of all streets, roads, sidewalks, alleys and public ways and the construction, operation and maintenance of all streets, gutters and drains and the appurtenances thereto. Further, the Department of Public Works shall have charge of and supervision over the care, maintenance and construction of all public buildings and public property, including all components of the sanitary sewer system, including but not limited to pump stations and sewer laterals. Further, the Department of Public Works shall have charge of and responsibility for the maintenance of all city motor vehicles.
The Superintendent's responsibilities shall be to:
A. 
Provide, operate and maintain facilities for the collection and disposal of refuse and garbage at such times and in such manner as may be authorized by ordinance and supervise the performance of public contracts for such purposes.
B. 
Supervise the work done in the city garage or by contract for the storage, repair, servicing and maintenance of city-owned motor vehicles.
C. 
Operate the city garage for the storage, servicing, repair and maintenance of all city-owned motor vehicles.
D. 
Control the use of motor vehicles owned by the city by maintaining individual vehicle records of mileage, costs of operation and maintenance and replacement schedules, charging the cost to the using department under appropriate rules and regulations prescribed by the City Administrator.
E. 
Inspect and maintain all public buildings and public property.
F. 
Report to the Mayor and the City Administrator, at such times as they may require, any information concerning the Department and its work, and shall, on a monthly basis, render a full report of the activities and the operations of the Department for the preceding month to City Council.
G. 
Maintain and be responsible for the property, custody and preservation of the books, papers and records of the Department under his control.
H. 
Inspect and conduct studies of the city's public buildings and properties for the purpose of developing and establishing immediate and long-range plans for the upkeep and maintenance of those facilities.
I. 
Prepare budget estimates in conjunction with the Mayor and the City Administrator and supervise the maintaining of complete financial records for the Department.
J. 
Attend regular Council meetings and meetings of Council committees when so directed by the Mayor, Council or the Administrator.
K. 
Perform such other duties or functions as shall be directed by the Mayor and the City Administrator from time to time.
L. 
Supervise the inspection and maintenance of all element ii of the sanitary sewer system, including but not limited to pump stations and laterals, and provide for timely response to complaints from users of the system in regard to any difficulties associated with the system.
Within the Department of Public Works there are created two divisions:
A. 
The Division of Streets and Sanitary Sewer shall be responsible for the care, maintenance and construction of all streets, roads, sidewalks, alleys and public ways and the construction, operation and maintenance of all streets, gutters and drains and the appurtenances thereto. Further, the Division of Streets and Sanitary Sewer shall be responsible for the care, maintenance, construction and reconstruction of all elements of the sanitary sewer service system within the city, including but not limited to pump stations and laterals.
B. 
The Division of Public Property, Vehicle Maintenance and Ancillary Services shall be responsible for the care and maintenance of all public buildings and public property. Further, the Division of Public Property, Vehicle Maintenance and Ancillary Services shall be responsible for the maintenance of all city motor vehicles and provide such other general services as are necessary.
A. 
Within the Department of Public Works there is created the position of Assistant Superintendent - Streets and Sanitary Sewer.
B. 
Within the Department of Public Works there is created the position of Assistant Superintendent - Division of Public Property, Vehicle Maintenance and Ancillary Services.
The Assistant Superintendent - Streets and Sanitary Sewer shall perform the duties of assisting the Superintendent as may be prescribed by the Superintendent in regard to the care, maintenance and construction of all streets, roads, sidewalks, alleys and public ways, as well as the construction, operation and maintenance of all streets, gutters and drains and the appurtenances thereto. Further, the Assistant Superintendent - Streets and Sanitary Sewer shall perform such duties of assisting the Superintendent as may be prescribed by the Superintendent in regard to the care, maintenance and construction of the sanitary sewer service system, including but not limited to pump stations and laterals. The Assistant Superintendent - Streets and Sanitary Sewer shall be knowledgeable in and capable of assisting and performing the duties of Assistant Superintendent - Public Property, Vehicle Maintenance and Ancillary Services if the rendering of such assistance is required.
The Assistant Superintendent - Public Property, Vehicle Maintenance and Ancillary Services shall perform the duties of assisting the Superintendent as may be prescribed by the Superintendent in regard to the care, maintenance and construction of all public buildings and public property. Further, the Assistant Superintendent - Public Property, Vehicle Maintenance and Ancillary Services will be responsible for the oversight of the motor vehicle shop of the city and shall be responsible for all work assigned to and carried on in such motor vehicle shop. The Assistant Superintendent - Public Property, Vehicle Maintenance and Ancillary Services shall be knowledgeable in and capable of assisting and performing the duties of Assistant Superintendent - Streets and Sanitary Sewer if the rendering of such assistance is required.
That portion of the street lighting system that is owned by the City of Pleasantville shall be in the charge of and maintained by the Department.
A. 
There is hereby created the position of Shop Manager/Heavy-Duty Mechanic, who shall be qualified and appointed by the Mayor, by and with the advice and consent of Council, upon recommendation of the hiring committee and after consultation with the City Administrator.
B. 
The Shop Manager/Heavy-Duty Mechanic shall ensure that the maintenance and repairs of the city's heavy equipment and truck fleet as well as the large number of automobiles are completed in a safe and timely manner, with quick response to emergency situations.
C. 
The Shop Manager/Heavy-Duty Mechanic shall have the following responsibilities:
(1) 
Supervise heavy-equipment mechanics and other mechanics within the shop area and any other personnel that may be assigned at anytime.
(2) 
Ensure that all employees are working safely and have the proper safety equipment.
(3) 
Supervise, schedule and train mechanics who will perform repairs and maintenance of equipment and city vehicles.
(4) 
Be available 24 hours a day, seven days a week, for emergencies, including snow removal.
(5) 
Utilization of computers for reports and files; recordkeeping duties, which include budgeting and purchasing, to ensure that the appropriate amounts of supplies and services are rendered within budgetary restraints.
(6) 
Perform other related duties as assigned by the immediate supervisor and other Department management, as required.
(7) 
Perform the following duties as a heavy-duty mechanic to supplement and support the other mechanics within the shop:
(a) 
First echelon maintenance, such as changing oil, greasing vehicles, changing tires, adjusting brakes, cleaning and washing cars.
(b) 
Second echelon maintenance, such as installing new brakes, mufflers and wheel bearings, and the tuning up of motors, replacing spark plugs, carburetor adjustments, replacing points and, if necessary, coils, adjusting and timing of engines
(c) 
When necessary, also perform third echelon maintenance, including a complete motor overhaul, replacement or repair of axles, springs, shock absorbers, water pumps, fuel pumps, radiators, transmissions and other heavier-than-normal repair and replacement work.
D. 
The Shop Manager/Heavy Duty Mechanic's immediate supervisor will be the Assistant Superintendent of Public Works, and he/she will report directly to him.
E. 
Qualifications for this position are as follows:
(1) 
High school and vocational school graduate or equivalent.
(2) 
Training in basic and technical heavy equipment repair.
(3) 
Certification in the following areas:
(a) 
Diesel mechanics.
(b) 
Electrical.
(c) 
Feedback systems.
(d) 
Automatic transmissions.
(e) 
Automatic transaxle.
(f) 
Drivability and engine performance.
(4) 
Three years and supervisory oversight supervising at least three mechanics in a bona fide auto repair shop.
(5) 
Must have own tools and utilize them on the job.
(6) 
Must possess a valid New Jersey driver's license with CDL endorsement.
F. 
The salary or compensation of the Shop Manager/Heavy-Duty mechanic shall be such as is provided for by ordinance.
